Cyngor Sir Ynys Môn - Isle of Anglesey County Council

School admissions

The local authority is the admissions authority in respect of the 5 secondary schools and 38 of the 40 primary schools in Anglesey.

The relevant governing body is the admissions authority in respect of the one voluntary aided school (St Mary’s School, Holyhead), and the one foundation school (Ysgol Caergeiliog).

Apply for a school place

The School Standards and Framework Act 1998 and related Regulations establish a legal framework for school admissions. It is the intention of the framework to establish arrangements that:

  • are clear, objective and give every child a fair chance of a satisfactory school place
  • give full information for an informed choice
  • ensure local admission procedures which are well co-ordinated and easy to follow with minimum bureaucracy and which give parents the opportunity of having their school preference met
  • give an effective statutory right of appeal if parents are dissatisfied

In accordance with Section 84 of the 1998 Act (as amended by Section 40 of the Education and Inspections Act 2006), the Welsh Government has published a School Admissions Code which gives guidelines to admission authorities in respect of undertaking their admissions functions in respect of admissions from July 2013. The Anglesey Schools Admissions Policy is based on this Code.

The Anglesey primary and secondary schools admissions policy complies with the requirements of the Equality Act 2010, the Human Rights Act 1998, and the Rights of the Children and Young Persons (Wales) Measure 2011, and does not discriminate on the grounds of

  • disability
  • gender reassignment
  • pregnancy and maternity
  • race
  • religion or belief
  • sex or sexual orientation

against a person in the arrangements and decisions it makes as to who is offered admission as a pupil.

Applications for admission in respect of children with special educational needs but without statements will be considered on the same basis as other applicants.

The completion of this form does not guarantee admission to any school.

If your child is currently attending a school in Anglesey, the information you provide on this application, including the reason for the application, with be shared with your child’s current school headteacher and the headteacher(s) of your new preference(s).

Before you make an application, you must discuss a change of school with a senior member of staff at your child’s current school to avoid unnecessary delays.

There are a number of reasons why you might want to change your child’s school during the academic year, but it is important that you consider whether a transfer is really the best option.

Changing schools can have a negative impact on your child, such as:

  • disrupting their education, which may affect academic progress
  • affecting their social environment, friendship groups and extra-curricular activities
  • the school you want might not have a place available for your child and if you are hoping to transfer siblings, they may not all be offered the same school
  • the number of qualifications your child can achieve in Year 10/11 will be affected if the new school does not have the same academic options available. You will need to consider the possible implications of your child not being able to continue studying the same subjects or option choices and their existing coursework not being applicable to a different examining body

Unless absolutely necessary, such as following a house move, you are strongly advised to work with your child’s current school rather than transfer.

Talking to your child and staff at your child’s current school may avoid the need for a transfer.

If your reason for transfer is covered below, you should take the steps indicated before making an application.

You should be informed of the outcome of your application by email within 15 school days or 28 working days (whichever is soonest).

Common reasons for requesting transfer

Dissatisfaction with the school

You should: Discuss your concerns with the head of year, class teacher or headteacher. If you feel the school has not responded appropriately, you should ask the school for a copy of their school complaints procedure and follow the steps outlined. School complaints must be taken seriously.

Our advice: In our experience, moving because of dissatisfaction with the school does not solve the problem. We often see this type of issue resurfacing at the new school and that’s why it’s best to address it before you move.

Non-attendance at school

You should: Sit down with your child and try to find out why he or she is not attending school. Talk to your child’s teachers. Are there any subjects they are worried about?

Our advice: Children must attend school. We often find that by talking to your child and the school, the issue can be identified and steps put into place. Ask the school to give you with the contact details of their education welfare officer.

Bullying and emotional wellbeing at school

You should: Contact your school and ask for a copy of their safeguarding, anti-bullying or emotional wellbeing policies (bullying would be considered behaviour by an individual or group, repeated over time, which intentionally hurts others either physically or emotionally).

If you feel these policies have not been followed, you should inform the school.
All schools have a responsibility to address bullying and all schools are equipped to deal with this.

If you feel they haven’t, contact the headteacher or governing body. If the bullying is particularly severe you can also contact the police, that is, if also occurring outside of school.

Our advice: All schools have a responsibility to protect the physical and emotional wellbeing of their pupils. If this has not been the case for your family, it must be raised with the school which can mediate, move classes, and so on.

Unresolved issues

You should: Make an appointment to speak to the headteacher, if this does not work, you can raise a complaint. Ask for a copy of their school complaints procedure and follow the steps outlined. The school has a responsibility to resolve issues with your child.

Our advice: We recommend parents discuss the issues with their current school. It would not be appropriate to expect your child to move or to have a ‘fresh start’ because the school is not able to address your concerns (or not given the opportunity to resolve the issue).

Your child could face exclusion

You should: Talk to your child’s teacher, head of year or headteacher. Check if your child has a pastoral support plan, positive behaviour plan or has been identified as having special educational needs. Ask for a review of the pastoral support plan or any other plans that are currently in place to support your child's behaviour. If they are not receiving any additional support, ask to speak to a staff member to discuss this.

Our advice: If there are behaviour concerns from the school about your child, we do not recommend moving them to another school. No school should be suggesting this to your child. A disruption could make the issue worse. If you require support with this, please contact us.

Additional Learning Needs (ALN)

You should: Talk to the teacher in charge of Additional Learning Needs (ALNCo) at the school and email the local authority’s ALN and Inclusion team at GweinyddolADYaCH@gwynedd.llyw.cymru

Our advice: We recommend that parents engage with the school’s ALN Co-ordinator or pastoral support team.

If after working with your child’s current school you still want to transfer to another school, you will need to make an application.

Feeder schools

Some primary schools may have an established and ongoing relationship with a particular secondary school where the majority of the year 6 cohort from the primary school transfer to that particular secondary school.

These schools are called 'feeder schools'.

Feeder schools should have a plan in place to support children in year 6 to year 7 for when they move to secondary school.

Check with your child’s school about their feeder school status. Information may be included in the secondary school’s prospectus.

Feeder schools do not:

  • affect current admission criteria for secondary schools
  • determine the catchment area of a particular secondary school

Transport

Think about school transport before applying for a school place

Parents and carers are advised to consider school transport before applying for a school place.

Pupils who are given permission to attend a school other than the school serving the catchment area where they live are required to make their own transport arrangements and to meet the cost involved.

Please see our School Transport Policy for further information.

Transport arrangements

The local authority has recognised a specific geographical area for each school, known as the catchment area.

School catchment areas inform admission procedures and school transport policies. However, living in a particular catchment area does not guarantee a place at the school for that area. Official maps showing the catchment area boundaries can be seen at the Learning Service or in the school.

Pupils normally go to the school in the catchment area where they live and where the local authority will have made provision with regard to accommodation, staffing and other resources including school transport.

When applying for a secondary school place, parents should be aware that it is the home address that is relevant to the secondary school catchment area, rather than which primary school their child went to.

This affects whether school transport will be free or fee-paying to pupils.

Visiting schools

You can explore the schools online as this year many schools will be using their websites to showcase their schools and adding resources to help Year 6 pupils and their parents to get an insight into each school.

Information for Parents Handbook

The 'Information for Parents' handbook gives information for parents about the local authority’s policies and arrangements in pursuance of its duty under the School Standards and Framework Act 1998, which establishes a legal framework for school admissions.

If you need a more accessible version, please email digital@anglesey.gov.wales so that we can help you.
